I have continued the development of my software, however not without drawbacks. My main goal is to ask for help on these downloads or do more research and find a solution. As far as I can tell, there is no clear reason as to why this is, and perhaps looking at the system paths may be necessary. To finish this step, would be crucial because of the way in which these packages such as keras and matplotlib effect the program. Tensorflow is basically the brains behind the whole project. The error screenshot can be seen below.

The main confusion in this situation is that even controlling for the version of python, there are issues getting the downloads to install. Maybe next week these will be resolved.
